we need to embrace a full court program on this because the numbers tell us and dictate to us that we have to have this high level strong fierce collaboration to end bullying and to make sure it doesn't proceed into its worst stages. and so i want to just thank everyone for this collaboration, i know our human rights commission, theresa, is here, i know commissioner is here as well and all of the bay area to work together to utilize the resources that our justice department is offering. their guidance and leadership as well, and to note that it can happen to any group. if you've heard what we're trying to do here, i know other mayors across this bay area are trying to do, we're trying to unleash the talent and creativeness of all of our communities not to succumb to things that will suppress that talent and in order to do that, you've got to really erase these barriers that are created sometimes by our own ignorance and sometimes by what people think are playful things and yet they are very, very hurtful and they become worse and worse. so that's what lee hirsch's film was really all

from my perspective, it's important for us to keep on pushing data sets that allow us to deal with the sometimes imperfections in city government. to figure it out, where it is we need to take risks, we are we can be more entrepreneurial, where we can be more transparent and frank little more accountable to all of you as the residents and as our customers here in city government. and this is why i am proud tomorrow to help move forward legislation that my staff has been working closely with jay nath and mayor leon that will real i do three things. first of all, it will create a chief data officer because we need one person who is responsible and accountable for moving forward our open data agenda. secondly, we're going to require every department in the city to have a representative who is responsible for data so you can go to our transit agency, our police department, any of our 50 plus departments and know who can help you get the data that we need. thirdly, we need to make sure that we have common standards so that as this data is presented, all of us can know how to use it, how to

chris told us he didn't quite know how to handle that question. my suggestion involved people blowing loudly on their horns or banging loud' on their drums was not terribly helpful. we decided to ask questions to trip up the applicant. we didn't have the internet to find a quick answer but figured it out. though chris may not have come up with the answer during that exam he certainly lived the message taught by this interesting comparison. both american democracy and jazz music involved ongoing experimentation. they involve unscripted action and improvisation as we figure out the best way to get along. both depend on a group allowing a soloist or representative to step forward and recite his piece while the rest of the group provides background harm any and rhythm. when both forms work, the world is treated to a remarkable result. where ad hoc and seemingly dissonent voices become a part. we know the amazing things chris achieved when he led the way as america collaborated with the libyan people and our allies to move forward toward greater freedo
